Traffic Enforcer

Panel 1- Officer: " Didn't you know you cannot load and unload passengers in this area?"
               Driver: " I didn't know.."
Panel 2- Officer: " There is a big sign here and you're saying you didn't know?!"
Panel 3-  Driver: " I thought what is written on the sign are suggestions only.."

Note: Most drivers don't follow rules because they can get away with it by bribing the officer
